A little odd that it wasn't even working if I disabled Windows firewall, but not totally surprising since Windows tries to act smarter than us. Obviously being set to Block All would interfere with any rules that were set up. I have no idea when or how that got changed off the default, but that was the root of the problem. (Which makes perfect sense because that means it blocks except for the allowed list). It turns out I had to go into Windows firewall and change Inbound Connections to Block (Default) instead of Block All Connections.
